Tender for the deployment and operation of Smart Urban Spaces and the City Intelligence Center in Madrid

to tender a service contract worth more than €8.8 million for the deployment and operation of Smart Urban Spaces, the city operating system, and the City Intelligence Interpretation Center, within the “Madrid Digital Capital” project.

The contract, subject to Directive 2014/24/EU on Public Procurement, has an estimated value of €8,885,195.9 and a base budget of €7,564,328.27 (€6,251,510.97 excluding taxes). The expected execution period is 48 months, with the possibility of an additional 12-month extension, bringing the maximum duration to five years.

The work is scheduled to begin on April 1, 2026, or on the date specified in the contract formalization document. The services will be performed at the successful bidder’s premises, as well as at the Smart Urban Spaces and the City Intelligence Interpretation Center.

The project is classified under CPV codes 72000000, 72200000, 72300000, 72600000, 79340000, and 80500000, which range from consulting and software development, data-related services, IT support, advertising and marketing, and specialized training.

This mixed contract—which combines technological and specialized services—seeks to develop the city’s operating system, a platform that will integrate real-time urban information to improve municipal management, mobility, energy efficiency, and citizen interaction.

The procedure will be open and subject to ordinary processing, with electronic submission of bids through the Public Sector Procurement Platform (PLACSP). The deadline for submitting bids will remain open until 11:59 p.m. on November 12, 2025. More information here.
